Winston-Salem's water system serves approximately 250,000 residents across the city and surrounding areas. The water utility charges customers based on the amount of water consumed, measured in units called hundred cubic feet (HCF). One HCF equals about 748 gallons. Your bill reflects not just the cost of water itself, but also fees for treatment, delivery, and maintenance of the infrastructure that brings water to your home or business.

Billing cycles in Winston-Salem typically run on a monthly basis. Most customers receive bills in the mail or through online accounts. The bill shows your current meter reading, previous meter reading, water usage for the billing period, and the total amount owed. Understanding each component of your bill helps you track your usage patterns and identify any unusual increases that might indicate a leak or other issue.

The city's water rates are structured to encourage conservation while funding essential services. Rates can vary depending on whether you receive residential service, commercial service, or other specialized service classifications. Multi-family properties and businesses may have different rate structures than single-family homes. Your specific rates will appear on your individual bill.

Practical takeaway: Locate your most recent water bill and review each line item. Note the billing cycle dates, your current meter reading, water usage in HCF, and the total due. This baseline information will help you understand the rest of this guide.

How to Pay Your Winston-Salem Water Bill Online

The City of Winston-Salem offers several convenient online payment options for customers who prefer to pay digitally. Online payment allows you to pay from home at any time of day or night, seven days a week. The city's official payment portal is the primary method for secure online transactions.

To pay online through the city's website, you will need your account number, which appears on your water bill. Visit the City of Winston-Salem's official website and navigate to the utility billing section. Look for the online payment portal or link that says "Pay Your Water Bill" or similar language. You will be prompted to enter your account number and other identifying information. Once you've logged in or entered your account details, you can view your bill and select the amount to pay.

The city's online payment system typically accepts payment through several methods. Most systems accept credit cards, debit cards, and electronic bank transfers (ACH payments). Each payment method may have different processing times and fees. Credit and debit card payments often process the same day but may include a convenience fee charged by the payment processor. ACH payments from your bank account typically have no additional fee but may take one to two business days to process.

When making an online payment, note the processing time before your bill's due date. If you pay by credit card on the due date, the payment may not reach the city's account until the next business day. Paying several days before the due date reduces the risk of a late payment. The payment confirmation will provide a reference number for your records.

Some customers may also have the option to set up automatic recurring payments through the online portal. This means your payment amount will be drawn from your bank account on a date you select each billing cycle. Automatic payments help prevent missed payments, though you should monitor your account to ensure the amounts are correct.

Practical takeaway: Set up your online payment account today using your account number from your water bill. Test the system by making one payment online to confirm the process works for you before relying on it for future bills.

Alternative Payment Methods and Payment Locations

Not everyone prefers to pay online, and Winston-Salem offers multiple alternative payment methods for those who wish to pay by mail, phone, or in person. Understanding all available options helps you choose the method that works best for your situation.

Paying by mail is a traditional method that remains available for customers. To pay by mail, write a check or money order payable to the City of Winston-Salem. Include your account number on the check or money order. Place the payment in the envelope included with your bill (or a standard envelope if you don't have the bill's envelope). Mail it to the address listed on your bill, which is typically the City of Winston-Salem's Utility Billing Department. Mail payments generally take five to seven business days to process after the city receives them. If you mail your payment close to the due date, there is a risk it may arrive late and incur a late fee.

Phone payments can be made by calling the City of Winston-Salem's utility billing department during business hours. The phone number is listed on your water bill. When you call, have your account number ready. A representative will take your payment information, typically credit card or bank account details. Phone payments are processed similarly to online credit card payments and may include a convenience fee.

In-person payments at city offices or payment centers offer another option. The main city office and certain branch locations accept water bill payments during regular business hours. Paying in person requires you to visit a location and may involve waiting in line, but it provides immediate confirmation that your payment was received. You can pay with cash, check, or debit card at most in-person locations. Ask about any fees that may apply to specific payment methods.

Some utility payment centers in the Winston-Salem area, operated by third-party service providers, also accept payments for city utilities. These locations typically charge a convenience fee. When using a third-party payment center, verify that the location is authorized to accept city utility payments and that your payment will be credited to the correct account.

Practical takeaway: Choose your preferred payment method and note the contact information or website. If you plan to pay by mail, mark your calendar to mail payments at least one week before the due date to avoid late fees.

Understanding Your Bill and Avoiding Late Fees

Your water bill contains important information beyond just the amount due. Learning to read your bill helps you understand your usage, monitor for unusual changes, and track your account status. This knowledge can help you spot problems and manage your account more effectively.

The due date on your bill is the date by which payment must be received by the city to avoid late fees and penalties. Most bills allow 15 to 30 days from the billing date until the due date. The exact number of days may vary depending on when your billing cycle occurs. Late payments—those received after the due date—typically trigger a late fee of 10% of the unpaid balance or a minimum flat fee, whichever is greater. This fee is added to your account and must be paid with your next bill.

If you miss a payment, the city will typically send a reminder notice before taking further action. Continuing to miss payments or ignoring notices can result in service disconnection. The city must provide notice before disconnecting service, but prolonged non-payment can lead to loss of water access. A reconnection fee applies if your service is disconnected, in addition to all unpaid bills and late fees.

Your bill shows your current water meter reading and your previous meter reading. The difference between these two numbers represents your water consumption for the billing period. Meters are read either manually by a city employee or automatically through a remote meter reading system. Occasionally, meters are estimated rather than actually read. An "E" or note on your bill may indicate an estimated reading. If you believe your reading is incorrect, contact the city's utility department to request a meter check.

Unusual spikes in water usage can indicate a leak inside your home or on your property. Common sources of leaks include running toilets, dripping faucets, and underground leaks in your service line. If your bill shows a sudden increase without a change in your water usage habits, check for visible leaks first. If you cannot find an obvious leak, a professional plumber can investigate further. Some leaks may reduce future bills significantly enough to offset the cost of repair.

Practical takeaway: Set a calendar reminder for the due date on your water bill. Pay at least three to five days before the due date using your chosen method to ensure timely payment and avoid late fees.

Information About Water Conservation and Usage Reduction

Reducing water consumption not only helps conserve a vital resource but also lowers your monthly water bill. Understanding where household water is used and learning about conservation measures can help many customers reduce their consumption. Lower usage typically means a lower bill at the end of the billing period.
